Customer Match is an audience built from your own customer data: you upload emails, phone numbers or mailing addresses, Google matches them to signed-in Google accounts, and you can reach or exclude those people on Search, the Shopping tab, YouTube, Gmail and Display. Targeting them directly requires 90 days of account history and over USD 50,000 lifetime spend.
Customer Match turns a customer list you already own, such as buyers, leads or newsletter subscribers, into an audience segment in Google Ads. Google says it works across Search, the Shopping tab, YouTube, Gmail and Display, and ads reach the people on your list when they are signed in to their Google account.
How does it work?
- Collect the data yourself. Google's policy only allows information collected in a first-party context, for example on your website, in your app, in your stores, or anywhere customers shared it directly with you. Bought lists are out.
- Upload it. You can upload a file in Google Ads, or use Data Manager, the Data Manager API, the Google Ads API or a Customer Match partner. Accepted columns include email, phone, first name, last name, country, zip and mobile device ID.
- Let Google hash and match it. With a plain-text file, Google Ads hashes email, phone, first name and last name on your computer with SHA-256 before sending them. Google then matches the hashed data to Google accounts.
- Use the segment in campaigns. Target it, observe it, exclude it, or use it to help bidding.
Not everyone on your list will match. Google says most advertisers' match rates are between 29% and 62%, and recommends putting every identifier you have, such as email, phone and address, in the same row to get the most accurate match.
Can every account use it?
Every policy-compliant account can, but not with every setting:
| Account | What you can do with Customer Match |
|---|---|
| Good history of policy compliance and good payment history | Observation and exclusions |
| The above, plus 90 days of history and more than USD 50,000 lifetime spend | Also targeting and manual bid adjustments |
These are the tiers in Google's Customer Match policy as of November 2026. Uploading data of children under 13 and targeting by sensitive interest categories are not allowed at any tier.
What should you watch out for?
- List freshness. Memberships expire after 540 days. To keep a list eligible, at least 100 members have to be added or updated within that window. Google recommends updating more often than that: weekly for manual uploads and at least daily if you automate them.
- Consent in Europe. For users in the EEA, both consent fields,
ad_user_dataandad_personalization, must be set to granted. Data from EEA users without consent isn't processed. More on this in is consent mode mandatory.
What is it most useful for?
Even without the targeting tier, exclusions alone are worth it: you can stop paying for prospecting clicks from people who already bought. Google also recommends using Customer Match lists with Smart Bidding and turning on the new customer acquisition goal, so bidding can tell first-time buyers from people already on your list.
What works for me: upload your full customer list on day one, refresh it on a schedule, and use it at least as an exclusion and an audience signal. In Performance Max, a list of your best customers is one of the strongest signals you can give, as I cover in integrating PMax and Search for large e-commerce. If your sales happen offline, the same kind of customer data also lets you import offline conversions without a GCLID.
